The answer to your question is yes, add washers between arm/bearing and row unit frame until you are happy with the gap or pressure at wheel and disc. Once you get it right, you will never have to worry about it again.
I have the Norseman and the GBGI versions on my JD XP planter. I like both. The Norseman is a little different with a threaded stud used to hold the wheel verson a bolt. These are easier to put the wheels/shims on in the awkward rows near the drive wheels.
