Any material will act as insulation and reduce the thermal transfer. Even the concrete has an R value. You can overcome this to a point by increasing the temperature of the water to get the same number of BTUs per square foot. I don't personally have any experience with carpet over heated concrete. I do have a heated floor in my house where the PEX is stapled to the bottom side of 3/4" OSB with aluminum heat spreaders. The heat has to go up through the OSB and then through the 3/8" LVP which has a 1/8" foam backer on it. Works great, but does take a higher water temperature than PEX in concrete.
