A bushel is a volume measurement, always has and always will be, weight has been assigned to different commodities to make buying and selling easier. It would take forever to unload your semi with a bushel basket to see how many bushels were in it, hence they figured out the average bushel of corn weighs 56 lb and assigned that weight to a bushel for corn, 60lb for soybeans, 32lb for oats and so on. You could fill a bushel basket full of corn and it actually weighs 60 lb this is where test weight comes into the factor.
