Really, there is no standard. You are correct in your observation. As long as axle loads on truck and trailer are within specs, tires aren’t overweight, and your coupler ball is rated for the weight you are not going to get harassed by dot. Now with that, have to be smart and not break a trailer in half either. I have a 48’ step deck hot shot trailer behind my f450 chassis cab. It has 12k electric of over hydraulic brake axles. Trailer weighs about 9000#. Truck is rated at 16500#, trailer axles at 24,000# equals 40500# total if perfectly spaced out. Limiting factor is 30,000# gooseneck rating. So I’m legally limited to 6000# of hitch weight on top of the 24000# axle load. 30,000# - 9000# trailer is 21,000# payload if perfectly loaded. I run 235/80r16 load range g tires rated for 4100# each run as duals. 32,400# total tire capacity, they are way over rated but I’m never over weight on them and tire problems have gone to near zero. I won’t buy a trailer with standard electric drum brakes after having electric over hydraulic disc brakes, they work! Your limit is the weakest link of the chain….
