Warm it up and work it.

+1 After sitting for 25 years this would be my approach. Work the snot out of it to get the rings and valves sealing up.
Edit: This is assuming it's burning oil and that's the cause of the smoke and plug fouling. If it's too much fuel or burning coolant then those issues need to be addressed first
