Had a similar issue with my kawasaki engine last summer. Was worse when I'd go over a bump. Found the crankcase was full of gas. Either the float in my carb wasn't seating properly to shut gas off when the mower was sitting or the fuel pump diaphragm was torn and letting gas run down the tube connected to one of the valve covers. New carb, new fuel pump, an oil change and problem went away.
