What your figures show is the valves are seating pretty good but the compression rings have some wear. It will un on 75 psi compression but starting it will be tougher. If you plan on doing two weeks of spring plowing with it plus spring tooth and planting like the old days you might gain some hp by overhauling it. If you plan on putting around with it put in hot plugs like D21 Champion or another brand in that heat range and run it. If it uses oil so bad those plugs foul the you need to decide if you want to overhaul it.
