| According to OP, it looks like Indiana wants the counties. That might be an option. According to your info those counties would be at a financial disadvantage, but maybe they would be willing to carry a bigger financial burden for themselves just to be separate from Chicago, that could be another option.
There are always options, it's just a matter of whether or not the fight and the price is worth pursuing the option. I'm encouraged when folks poke their head up, look around and start asking questions. I'm strongly against the mindset that those folks must shut up, sit back, and accept tyranny, no matter what.
