I just submitted an application for one yesterday.  In terms of government programs its not too difficult and the rates are 2-3% less than a bank and fixed for longer terms.  You can use the financial statement and cash flow you prepared with/for your bank.  Yes, there are some crazy rules regarding the environmental survey but its minor.  They expect my survey to be done within 10 days and then I can start with site prep/soil engineering work.  Our FSA office has a checklist of things they need.  All were easy to gather and I probably only spent about 90 putting information together.

FYI.....when I was a lender I had to work with the FSA for interest assistance programs.  That is where the real headaches are at.
