You are continuing to believe the "high income district" economic and cultureal needs and desires are those of the entire state and would be supported by a separate new union/district/state/whatever.

A simple example of this is Minnesota is now paying for Dr.s and lawyers kids lunches and breakfasts every day at school. It's a significant expense in a school district and is funded by the school's general fund no matter what you've been told. This expense is a direct cause of the political will of the urban voters who somehow didn't believe the old program that fed kids that needed it under the free and reduced student lunch programs wasn't good enough. MN education politics and funding is incredibly weird.

There are many more examples just like this.

Once a region's cultural differences are as extreme as those in differing regions of the states like Minnesota and Illinois, maybe its time to move on.

It also can go the other way. If economics is the only driver of state's makeup, and Wisconsin is Chicago's biggest state park, maybe it's time for those that receive economic benefit from Chicago to become part of Illinois?
