None of this matters and frankly is a waste of taxpayer resources holding useless elections.
Article IV, Section 3 of the Constitution makes this very clear, altering state borders requires consent of both states involved, and approval of Congress.
Plenty of state border changes would make sense logistically or politically, but none of them are going to happen.
It sets the stage for civil war so to speak.
We have already started in a matter of speaking.
