Question about fire suppression in CA

Subject: will there be fines for removing habitat



East central Iowa

I remember a farmer was fined for making a firebreak by discing or plowing up ground between his house and the fire.  It was deemed habitat for some creature.  It seems that most of California is habitat for some endangered critter or other.  Making it likely that destruction of undergrowth or moving earth will destroy some habitat and result in fines.
