Northeast Nebraska and Candelaria Philippines | Watching the videos of planes and helicopters, I can only imagine the cost of that water. I bet it is around $1.00 a gallon. Just my guess.
Unfortunate for the losses there. But to some extent, you have to lay in the bed you make.
I saw one guy had sprinklers installed on his roof and soffits with an underground tank for water, and electric pumps with battery backup.
