I'm not a builder/concrete man. 
Educate me. Why not pour the footer from bottom to 2 feet above floor, then build wall on that?

The footer is the Foundation, that spreads out the weight of the stem wall and everything connected to it above to keep it stable from sinking or tipping. Depending on sub soil types, a footer foundation may not be required and a simple 6 or 8 inch stem wall could be poured from the excavated ground up above the soil. Most soils require the footer to be wider then the stem wall, depending on soil types on the width. Concrete strength is generally stronger for the footer then the stem wall (5000 psi vs 4000 psi stem wall). There are other variables to a footer to take into consideration when designed or built.
