Just the way things are formed. The footer is layed out wider than the wall and typically poured of weaker concrete in one day. Then the wall forms are assembled on the footer and poured another day. It would be possible to put both forms up, and pour a stiff mix slightly above the footer level, vibrating and striking the footer as you go, then come back around after that's poured and pour the rest, but that's not as convenient.

Ideally the floor would tie the walls together, but that's not done much either. 4' down, and 2' above ground isn't likely to tip over. Sometimes you see 8' block walls then a wall instead of a floor on top of that. Seems like a bad idea to me in that case, too big of a hinge.
