I'm not too concerned with that. We pull our bumper pull skid loader trailer with a 15k excavator on it all the time. Normally 1600 gallon tank gets filled to around 1500 gallon. So even with 28 its only 16k plus the weight of the tank so probably similar to the trailer and excavator. The frame, axles and hubs on this trailer are very heavy duty and it has 10.00r20 tires so they are plenty good. About the only thing its lacking is brakes, but this will be mainly pulled around on back roads under 40 mph.
