I don't think there's anything preventative soil applied, that's going to hinder fusarium. Somehow, you need to protect the fruiting body, so it's gotta be a prophylactic treatment, like Sparkiefarmer said. Even that's never 100% effective, dang near more art then science when it comes to timing.

When you think about it, most any systematic fungicide you could put in furrow, or seed applied would need to have an incredible effective life being as it's put down in October, yet still works as late as June. Lots of hurdles to overcome.
