They'll open new burn debris landfills. Pick a canyon and fill it up.
Much of the concrete could be recycled I'd imagine. They don't even need that great of strength in concrete in a dry climate where it doesn't freeze.
But the environmental rules would probably label it all carcinogenic so they'll have to ship it inland to an approved existing landfill, to line the usual pockets.
