I suspect this non-mandated program & others to come someday are still voluntary, as they have been in the past. I think if you do not sign the paperwork, then no money will be issued to you, or your enterprise. If you're so inclined, take that route. I recall some in this area that never participated in the set-aside programs. That was long ago however.
