No. It’s called risk reward. Building on the open plains with very low risk of a direct hit of a tornado is 180 Polar opposite of building in a tinder box wind tunnel or on a hurricane coast.
Not only that but they voted in and chose to stay in said tinder box when people with a brain knew it was crazy high risk. So much so insurance companies started to pull out.
