Maybe tire laying in roadside ditch, picked up and hung on post to get out of way of mower. Around here we have the low lives who drive around throwing used tires (and tvs, sofas, construction trash) on our roadsides but there are no fence posts left to hang them on so have to pick them up and dispose of them ourselves.
