I have the same education on the subject as you. My guess would be tunnel vision. All corporate and management cares about is success. H1B gets them there as long as they don't do an analysis of the risk. Combined with some ego "why would they ever leave and bite the hand that fed them", and a fair bit of naivete on the part of the worker.
