Labor is drawn to metropolitan areas because there is more opportunities for entertainment, socializing, and connections . If you are located in central North Dakota some of those opportunities are lacking. If there are no job opportunities for the spouse, it would be hard to attract labor for your business. If there no young people staying in small rural communities there are few incentives for other young people to stay since there is no peer group. If the only entertainment is seeing the same crowd at the local bar, it would be hard to find labor.

Quality of life is a key factor in getting labor, maybe even more so than throwing dollars around.

One thing never spoken on someone’s deathbed is “I wished I would have used more of my time alive working instead of spending it with my family”

The people who think it's all about not being able to pay are delusional. Read it multiple times if you have to. Being 40-50 miles from an even moderate size town with limited options is not attractive to most younger people these days.
