The nutrient deal is just a continuous cycle unless you are harvesting the cover crop. The current cover crop may not be giving up its nutrients to the current cash crop but the previous cover crop probably is. If anything a long term cycle of cover crops has probably made more nutrients available by cycling and having additional roots working when cash crop roots are not there to extract what would be unavailable nutrients.
