Anytime that mine runs out of salt I always drain the water heater and refill it with soft water as it takes too long for it to get totally filled with soft water otherwise. We have high levels of iron in our water and if I don't do that we'd stain everything we have here. So if I were you after regenerating the softener, I'd drain the water heater (turn off the heat source-electric or gas) and then refill it with soft water and turn the heat back on. If you don't turn off the elements-electric-you'll burn them out if they come on while it's empty (which they will come on if it's turned on)
