See if you can get ahold of a service manual for that tractor and there should be a procedure(s) for testing the steering priority valve. One thing for sure that's easy to do is to steer all the way one direction til the steering locks and see what kind of pressure is getting to the valve/hand pump. Should be 2000+ psi, not sure exactly on that tractor, but I'd imagine there's an acceptable range somewhere around there or above. Went through this on a Deere 4wd with the correct valve, but struggled to get it calibrated. Did the procedure I mentioned above and got right at 2000. Finally got ahold of the priority valve specs and it's low, should be 24-2600ish. Your tractor should function similar but the pressures are likely lower as system pressure on that tractor is probably 2700ish.
