Before we went to strip till we moved away from any fall soybean stubble tillage. Field conditions were generally fit when we wanted, and we're farther north than you. Have you tried skipping fall tillage altogether on some acres? Need a good fc or vt in spring.

After years of many kinds of fall tillage. We came to realize fall working soybean stubble provides zero ROI. Unless during harvest the field is rutted up.
