So I had a little time to kill today in attorneys office, I googled up you rules and your right. It's all classes of livestock leaving your premises. Here in the states I run only for breeding stock, no slaughter cattle need them. We have the bangs rule, so no problem in switching from metal clip to RFID tag for females for breeding and our bulls.

I would try and get cattle associations, dairy to go after state law. They did a big over reach over federal law. So is the state paying for the tags?
