incentive/disincentive

Its common in Nebraska to have load control on irrigation wells to allow the electric company to shut the wells off when overall demand gets too high. Not sure if it is a incentive to allow anytime control or a penalty if you sign up for no control. Either way there is a price difference between anytime control, one day per week control, three days per week, and no control.
There are already plans available in some areas that allow for different pricing based on time.
