It sounds like the ground is compacted, or those wet spots are flowing so much it can’t get down to the tile before it flows 40’. Anything we’ve tiled always seemed to fix those wet spots on the side of a hill. Depends how many spots you have, but could possibly run a tile right through the wet spot and hook it in to the lateral below.
