I think you are dealing with what is called a "perched water table," and sometimes, you need to put your drain tiles above the seep and deep enough to reach the perched water table. You might also be able to bore through the impervious layer so the water will drain naturally.
There is some information about this situation on the web, and some local folks in the drainage business might have good advice, too. Here is a link to some info about perched water tables.
