I don't disagree with what you wrote.

I am not sure "playground rules" should apply to four year olds, but this is something that has been going on in schools as long as there have been schools to send kids to.

If you find your kid in this situation, talk to the teacher first. If it doesn't improve (it won't), call up the parents next (which likely won't help either.) It provides a little context when Junior eventually goes off on the class bully. It will make this less messy after, for sure.

Teachers can't police everything, but I think they consciously avoid getting in the middle of this stuff because they are afraid of liability. So they just don't see it.
