Not that unusual. Plant was pretty happy, thought it'd try a second ear, but it's almost never happy enough to fill that second ear, so it canabalizes those nutrients back into the main ear. If you're dead set on not getting a second ear, probably up the population. But that can have some negative consequences in a tougher year ,and it's more expensive.
