On a $10 check if the service was good I wouldn't think of leaving less than a $5 tip.
If it was a local small town joint I agree with you. Those small town diners don't get a lot of business and the locals tend to be very poor tippers. In the larger franchise resturants with lots of traffic I usually tip about 15-20%.
