Some people just buy the cheapest salt they can find and some of the cheaper salts have much higher percentage of insolubles, eventually they build up to what you have in the bottom of yours. I would clean it out really well and get some good solar salt and try it out. If you do need to call a service tech softeners are not very expensive to repair in my experience.
