We’re in the area that was devastated by Hurricane Helene so a lot of new power poles were set in the last few weeks. I’ve seen a bunch of power poles that were set with expanding foam like great stuff. I don’t know what system they had for getting it down the hole, but it would expand out around the base. I’m guessing those poles are set tight pretty soon after install.
