You can put up a nice bin for 2 bucks/bushel approximately. You would make a good bin marketer because you see the value of basis improvement, just like the elevator does. They knew the basis would likely strengthen by 40 cents (hence the .40 storage charge). If there is a charge for storage that is a strong indicator that basis will improve.
