I think he’s referring to the “cash for clunkers” type deal. Cali deemed older engines be replaced with newer emissions model. The old engine was to be destroyed, ran out of oil, or smacked the block with a sledge hammer. I’d heard a lot of those engines went south to be repaired. JMHO
