The plants that use nuclear waste for fuel do not melt down. They require a certain amount of power input to maintain the reaction. If it malfunctions the reaction stops and it goes 'dead'. They also take far less water for cooling than traditional plants. The worst case scenario would be terrorists blowing it up and scattering radioactive materials around. However, these are the exact same radioactive materials we already have lying around that terrorists could steal and use for dirty bombs anyway. What is ironic is that the USA developed this technology, and there are a bunch of these plants already in operation in Europe, but nothing but experiments in the USA until Bill Gates got on the bandwagon and got capitol raised to build a couple.
