North Central Illinois | I hear you on hands being tied. I'm at township level government and pretty much everything other than road district stuff has moved up to the county level.
The sheep guys that I know of running on solar ground are basically putting in a "mowing maintenance" bid and trying to be just a little cheaper than a landscaping company as I understand it.
