Of all the solutions , I cannot believe noone has mentioned the primary cause:
Poor/nonexistent parenting.
Good luck on changing that one.
In my opinion the cause is the general way of life in this country for the bottom 20% of the country.
Problems at home tend to lead to problems at school.
For the bottom 20% things are not good at home and are getting worse as the years go by.
