For the rain you get and the area, I would just follow the counties idea. I have areas where I just filled the ditch long enough to make a desirable slope. The water runs along the end of that slope and never washes. We get around 36 inches of rain, on average. These have 3 or 4 acres above them.
I like the idea of a sump hole with drain tile and a Higgin bottom, but that costs money and probably will work the same.
