Switching your current PC from a SATA hard drive to a solid state drive (SSD) would be a very noticeable increase in speed. $60 or so and a couple hours with Macrium Reflect, can image your old drive and copy to new SSD.

Celeron N2940 is not a blazing fast CPU but it does have 4 cores, it will run Windows 10 fine with some optimization.

If you still have the Quickbooks 99 installation media, you could try installing it on a new Windows 11 machine, if it works on 10 it might on 11.
