Look at this scenario. A kid is under the influence of drugs or alcohol to the point their driving would be impaired. The parent knows this but gives them the keys to the car anyway. The kid has anaccident ad kills someone. Should the parent be held responsible too? Same thing as giving a kid a gun who is mentally unstable.
