Is it ok to install a culvert so it will hold water?

We were told to not use anything less than a 15inch pipe , due to sediment , weeds , plastic bottles , amd other "trash" clogging a small diameter pipe.....if you dont have that much water going down the "ditch" and only when it rains , why not just dig down about 15inches and fill in with railroad ballast and then let the water run over the top??? Small dump truck load of ballast should not cost more than a 30ft pipe.
