Center Valley Wisconsin | Didn't read all the other comments,,mixed lots of cement over the years and always used 3-2-1 ratio Stone-sand-cement.
Put stone in first,,,,then water,,,,then cement next and sand last.
Just refurbished my stow cement mixer last year
