It will tend to build some sediment in the bottom, and probably not wash out if you only need an 8" culvert, but the sediment shouldn't really hurt anything, and if it ever needs the capacity, then it will scour out. Most important thing is keep the ends clear, and make a "pool" at each end several feet past the end of the culvert, and 6" deeper than the bottom, most of the dirt will settle there and reduce the build up.

I helped clean a 36 or 42" culvert plugged with rock up to a few hundred pound size, obviously coming off a steep hill. We didn't even get it half open, but they cleared a spot upstream to drop the rocks out of the water and it cleared itself with a few more floods.
