Iowa | Hard to tell with no soil test. But to me the Starter fertilizer would be the first to go. It's expensive. And from what I've seen can have mixed results.
Would just use water on the pre, and add those pounds of N, to the anhydrous shot.
Whether you put the NH3 on in the spring or the fall. I would have a plan B in place in case you have soupy wet conditions after application. Y Dropping 32% would be the plan B for me.
