Yes, that would mean first grade clay tile. Anything that didn't get hot enough would be put back in the kiln for another firing, or sold as 2nd grade, much more porous and weak. Bricks that were hardburned would be darker red than common bricks used for interior walls, same with clay tile block etc.
Looked at blue print unsure of this kind of drain tile.
