It's like a Ponzi scheme. The manufacturer runs the Ponzi. The big operators are the ground floor guys. They provide the initial funding necessary to start the Ponzi. The smaller operators that buy the used trade are the new investors. Just like all ponzis it requires a constant flow of new investors to not collapse.
